Sir,
The excessive deep snow has prevented my receiving any dispatches. —
I enclose you a copy of a letter received from Brigadier General Wilkinson of the 29th. December as it is probable the ice may have prevented you from receiving the original. — The power to him to assemble General Courts martial seems indispensable, and therefore I presume you have invested him with it. —
Doctor Carmichael sets out this morning with the means of paying the Army to the 31. December last. I pray that the troops on the lower parts of the Ohio receive their proportion at the earliest day possible. —
Brigadier General Putnam has resigned. —
The vacancies generally will be filled up as far as possible — but so many Officers are in arrest that it is difficult to do it with precision. —
It is now apparent that the two companies which were intended to be transferred from the first & second regiments cannot be carried into execution consistently with any proper principles of Promotion.
