Sir,
I have received yours of the 31 ultimo. Colonel Proctor must be mortified about the deficient trunnions of the howitzers, as they were cast under his immediate inspection. —
It is necessary to devise some modes to strengthen the trunnions. I hope he will do it — it may be done by making iron false trunnions in the manner we did during the war for guns the trunnions of which had been knocked off — the expense of the plates as well as the pieces will all that every expedient be devised to make the howitzers answer which you have — Pray let an exact report be transmitted of their defects —
The Pay for the completion of the last year shall be forwarded by the Officers now here, to wit Doctor Carmichael & Captain Mills —
Your reply relatively to Colonel Sproat shall in confidence be submitted to the President —
