I have received yours of the 1st Instant with its enclosures which I will thoroughly examine.—
I was in hopes from former Directions that all your accounts & vouchers for the Year 1792 would have been forwarded to the Treasury for examination & Settlement. This hope arose from what has been formerly expressed on the Subject. & that in pursuance thereof you had previously ordered the accounts from a distance to be made up and transmitted to you, in that you could have made out a general Account. Nothing will be more satisfactory to the President of the United States, & the Secretary of the Treasury and myself than a punctual Settlement of your Accounts, and permit me to add — nothing will excite more Dissatisfaction and uneasiness than a protracted Settlement. Knowing thus the Sentiment of the Government, you will govern yourself accordingly.— The abstracts of monthly disbursements to be continued.—
Mr. Belle has again lately drawn for, 3,390 Dollars without advice.— The whole Sum he has drawn for since this 1st of October Amounts to 13,030 Dollars.— You must exact this preceding — the money must pass through you, and you must be answerable that he has a proper Sum to execute the objects directed to the Commander in Chief.—
I shall apply to the Secretary of the Treasury for the 20,000 Dollars, to be issued to your Agent Samuel Hodgdon — but as the Appropriation Belle has not passed the Congress yet for the present year I apprehend some difficulties.
