[To] The Honourable the Secretary of War
Pittsburgh February 1[undecipherable] 179[3]
I acknowledge the receipt of yours of the 19th Ulto enclosing a letter from Mr Belli, dated Lexington December 16th with [undecipherable] [undecipherable] communications that I have seen, induce me to take the liberty of enclosing you a Copy of my answer to this letter which shall not be continued right whenever it may appear very necessary.
I cannot [undecipherable] [undecipherable] on reading a Paragraph from a letter of General Wilkinson's relative to [undecipherable] of the 10th September [undecipherable] [undecipherable] they have mistaken this order entirely, I could not [undecipherable] on Mr Belli from [undecipherable] letters for any important [undecipherable] distance in carrying this order into effect. I therefore applied to the [undecipherable: Proper] Quarter, and this order will be executed, equal to the most [undecipherable] instructions. Orders respecting the Packhorses were directed to General [undecipherable: McElhinon]. Unfortunately Mr Belli had not the means to [undecipherable: furnish] an 1800 horses, and it would have been [undecipherable: premature]. I should not find it [undecipherable] it never was intended to collect such a number of horses until it should first [undecipherable: appear] certain that we could support & employ them to advantage which depended entirely on the [undecipherable] [undecipherable] [undecipherable] and [undecipherable] as now [undecipherable] that it would have been [undecipherable: necessary].
[undecipherable] that the [undecipherable] intended to carry [undecipherable] very [undecipherable] [undecipherable] in addition to your knowledge of [undecipherable] [undecipherable] for [undecipherable] for raising 200 Pack horses to trouble you with the [undecipherable] Copy of my
[undecipherable] of the [undecipherable] [undecipherable] October to Mr Belli and then [undecipherable] to you whether these [undecipherable] has very [undecipherable]

[undecipherable] with the [undecipherable: quantity] [undecipherable] [undecipherable] [undecipherable] [undecipherable] much was delivered to you of that convoy, my [undecipherable: last] letter [undecipherable] lying as [undecipherable: evidence] on your Conduct in Kentucky and yet I am [undecipherable: satisfied] [undecipherable] [undecipherable] that you will [undecipherable] abundant supplies in the course of the Month.

[undecipherable] [undecipherable] I [undecipherable] therefore to [undecipherable: arrangements] to [undecipherable] if [undecipherable] had [undecipherable] [undecipherable] [undecipherable] [undecipherable] has sufficiently [undecipherable] to be [undecipherable] in the [undecipherable: first furnishing] [undecipherable] [undecipherable] [undecipherable] [undecipherable] [undecipherable] the [undecipherable: West] [undecipherable] [undecipherable] and [undecipherable] and [undecipherable] [undecipherable] [undecipherable] [undecipherable] [undecipherable] [undecipherable] [undecipherable] [undecipherable] [undecipherable] [undecipherable] [undecipherable] [undecipherable] [undecipherable] of [undecipherable]
[undecipherable] you have [undecipherable] before [undecipherable] [undecipherable] [undecipherable] the [undecipherable] on [undecipherable] of the 1st of [undecipherable] [undecipherable] [undecipherable] [undecipherable]. That [undecipherable] [undecipherable] [undecipherable] [undecipherable] [undecipherable] [undecipherable] that [undecipherable: Kennan's] [undecipherable: band] to [undecipherable: their] territory, and [undecipherable: consequently] [undecipherable] [undecipherable] them [undecipherable] to be [undecipherable: regularly] defeated [undecipherable] [undecipherable: on our own] side. [undecipherable] in the [undecipherable: meantime] [undecipherable: report] [undecipherable] [undecipherable] [undecipherable] the [undecipherable] you [undecipherable] [undecipherable: simplest] [undecipherable] out [undecipherable]. [undecipherable] [undecipherable] [undecipherable] [undecipherable] [undecipherable] [undecipherable] [undecipherable] [undecipherable] to [undecipherable: the] [undecipherable] [undecipherable] [undecipherable] that you [undecipherable: Address] [undecipherable] [undecipherable] to the [undecipherable] [undecipherable] [undecipherable] [undecipherable] [undecipherable] [undecipherable] [undecipherable] [undecipherable] the [undecipherable] [undecipherable] the [undecipherable] [undecipherable] of the settlement [undecipherable] [undecipherable] [undecipherable] [undecipherable] [undecipherable] [undecipherable] [undecipherable] to [undecipherable] [undecipherable] of [undecipherable] [undecipherable] [undecipherable] together & [undecipherable] the accounts at the [undecipherable: expiration] of every quarter [undecipherable] for the current regulations of both [undecipherable] Departments.
[undecipherable] would [undecipherable] be very particular in [undecipherable] [undecipherable] [undecipherable] [undecipherable] [undecipherable] the [undecipherable] matters as [undecipherable: Officers] wanted, in your own Detachment. Judicious & [undecipherable] [undecipherable] application is [undecipherable: right that] we understand both.
[undecipherable] best [undecipherable: in adopting] their [undecipherable: measures] as [undecipherable] and [undecipherable] as [undecipherable] commendable. [undecipherable: The] best method that can be adopted is in my Opinion [undecipherable] [undecipherable] [undecipherable] with [undecipherable] and [undecipherable] we have not [undecipherable: sufficient] to [undecipherable: furnish] [undecipherable: Pittston] [undecipherable] Garrison [undecipherable] not & [undecipherable: Macanodis] sufficient to justify the [undecipherable: appointing] of [undecipherable] [undecipherable] in [undecipherable] [undecipherable: Adjustment] or [undecipherable: Advance] of the [undecipherable: Commissary's] things. [undecipherable] their being [undecipherable: Accountable], it is not [undecipherable] the [undecipherable: precepts] on which we can [undecipherable] for my Claims that [undecipherable] may be [undecipherable: established] [undecipherable] such as [undecipherable: appear] [undecipherable: necessary] upon [undecipherable: Extraordinary]
The Officers of the out Posts [undecipherable: perfectly] informed of their regulations and will certainly admit of their Measures.
I am very glad to find that General [undecipherable: Wilkinson] has not paid [undecipherable: Attention] to [undecipherable: Fort] [undecipherable: Faulkner?], as it has not been possible to [undecipherable: procure] any considerable number in this County, being the meat unfurnished [undecipherable] [undecipherable] for some [undecipherable: time]. The [undecipherable: Muscular?] [undecipherable: part?] [undecipherable: on our transportation] ought to be and I hope will be done with this herd of [undecipherable] [undecipherable] [undecipherable] last few months by Kentucky Boats.
I wish to hear from you soon as possible. [undecipherable: Pay] [undecipherable] let me know all that you want [undecipherable] Mr [undecipherable: Burnet?] [undecipherable: has been found] and [undecipherable] [undecipherable]
and sent with the other Articles agreeable to [undecipherable] [undecipherable] [undecipherable] [undecipherable] by [undecipherable: Waling?]

Your information respecting the Horses and Oats is very satisfactory, but I am [undecipherable: sorry] to find your prospects of procuring forage is unfavorable, & the quantity required is greater than you had contemplated. β The Commander in Chief has actually ordered fifty thousand bushels to be purchased in addition to the first. General Wilkinson will receive letters on the subject, all his orders relative to the Quarter Master Department must be religiously complied with.
I expect to furnish thirty thousand bushels from this Country. Oats at ΒΌ Dollar and Corn [undecipherable] of a Dollar and [undecipherable], wish you could procure fifteen or twenty thousand bushels from [undecipherable: Ash]buck.
By Major Rudolph you will receive a supply of [undecipherable] and ten thousand Dollars cash. The [undecipherable: boys?] of [undecipherable] [undecipherable] as they come from the bank. You may expect a larger [undecipherable] in a short time.
