Your duplicate letter of the 18th inst enclosed with your other of the 19th and the several enclosures, have this moment come to hand, and particularly I acknowledge the list of the cast which is coming on.
I shall most invariably adhere to the Comptrollers instructions; and that is a principal Reason Why the Accounts of the 1st Regt. remain open. These instructions would afford me a remedy in the case mentioned by you of Capt. Selam —
Was he to apply to me for pay, I should look no further back than to the first of August last, and from that period begin with him again, de novo —
The case of General Wilkinson's having received the 330 [undecipherable], is a case of some delicacy; I apprehend there will be no difficulty in having it regularly accounted for. He was at that time my Commanding Officer and his Warrant is a complete communication to me; and in any view of the matter, I think to much solicitation on the subject, may have a tendency to wound his feelings. It would however be well for Mr. Wilkinson to know that the General has made this receipt, and the note of course, be regulated in his demands accordingly.
With respect to the advances of half pay, to Soldiers wives &c it is impossible to make the deductions here. I therefore am constrained to declare myself unaccountable for such charges. I have footed up the different charges against accounted Officers, and enclosed a transcript of the same in a Circular letter to about Twenty five of them. After a due time has elapsed, I shall report to you the effect this shall have had.
The Post-rider remains here but a few Hours; this will always occasion my answers [undecipherable] his letters, to be written with too much haste, unless I shall adopt the method of barely acknowledging them, by this post, and enter at large on the subject of them, by the following one —
