Col [undecipherable] arrived here a few days ago & Prepared to set off for Fort Hamilton [undecipherable] a note from [undecipherable] Payne to refuse to [undecipherable] when [undecipherable] I have enclosed a state of the Powder on hand [the] first Instant.
