Caleb Swan Esqr]
Sir
Pittsburgh January 15th 1793
I have this moment received yours, and the enclosed Schedule.
The following is a Statement of the Money actually in my possession
Remnant of my old Stock brought up from Fort Washington 810.
To be refunded to me here, the following sums lent to the Contractor at Fort Washington by Order of Genl Wilkenson 1,501.
Refunded to me by Capt. Mills for so much advanced on his Acct at Fort Washington — 100.
Refunded by Daniel Britt for so much paid D. Cousans for the Scouts of Bourbon County Kentucky. 320.
Brt. of 20,000 Dollars received of James O'Hara
[strikethrough: On the p— of — agr— — — — the — — — — — — ]
Dolls. 7,062
We cannot yet calculate with any certainty on the Balances to be received from accountable Officers — I have in view to institute a General rule of Stoppages from all delinquent accountable Officers
But as I have yet had no fair trial to obtain their Accounts and Balances of Cash it would be well to wait awhile longer, and give them sufficient Time and Opportunity of Complying
with our Regulations. I seek for some little explanation relative to the Charges on your Advances — The Charges for Rations on full & any ration day — gone to Officers should always be thus for pay, a little or little, and the sums should be rounded out. Otherwise Ration Debts to be inflicted by the Officer.
There is 200 dollars charged on account of [undecipherable] Dragst back for the Transportation &c of the Office Expences of Capt. Lewis Griffon &c Who is the Accountable person in that Case?
General Wilkenson must be accountable for the 320 Dollars Mentioned in my last letter to you. While he makes it appear that he applied to any other purpose than his pay. No new explanation on this Subject had been to have by you as soon as possible, for he was acquainted with the Circumstances of Mr Wilkensons having received his pay by the 1st October 1792 before he came away — At all events his pay, Rations too and
[strikethrough: he has arrived.]
I am perfectly pleased with my Treasury, which from my the Standing Standers has gotten behind hand.
Dont feel your demands upon me for Caleb's Advance so mention of Drawing for him may to come — and think that be ready for you — please to send me by the next post the amount of the fees for which the Scout money in Britis back
was intended to be applied. The Counties are detailed but this time when the Service commenced or ended is not specified. And then for it might be misapplied
Why are the Accounts of advances by I Fellows to Ensign Harmer Letheger Mills and Shoemaker to be reimbursed to Collonel — I cannot undertake to collect Debts for any Private Gentleman —
If our half pay advances to Soldiers and the Where must stop I cannot in any just view of the Business, be made accountable for any more of them, And I believe that not more than one of the persons, Viz Van Vorkhris exists in any rolls of the Army; And he may be dead long before now.
I am Sir yr obt Sert
