Especially / Beatty clue] Joseph Howell Esq^r Philadelphia [Beatty clues] Pittsburg January 10. 1793 Sir Major Beatty has this day exhibited to me his vouchers for the expenditure of the public money charged to him, in order to the attainment of his discharge from the service — [underline: enclosed is a copy of my letter to the Commander in Chief on the occasion.] — The said Vouchers are also enclosed, to which I have adverted as a basis on which to predicate my letter — it is to be observed, that I have not given validity to any of the vouchers, but agreeably to instructions have referred him to your office for the final adjustment of his accounts and balance of pay &c. [Copy of my letter to Genl Wayne on Major Beatty affair Jan. 9. 1793] [Copy] Pittsburg January 9^th 1793 Sir There are charges exhibited to me by Joseph Howell accountant for the war department Against Major E. Beatty, for the purpose of raising and marching, and for one months pay in advance to his late Company, recruited by him in 1791. Amounting to 1098²⁵/100 dollars. Major Beatty has this day lodged [strikethrough: with] me Vouchers for the expenditure of 895⁶⁵/100 dollars of the above mentioned sum of money, agreably to the purposes for which it was intended which leaves him indebted to the United States for a balance of 202⁷⁰/100 doll^s There is due to Major Beatty for pay forage and subsistence from 1 Aug. 1792 (the day, to which he has been paid up by Lieu^t Daniel Britt Pay M^r as per his certificate and account Current) to the 9^th of January 1793. the sum of 390^{9[undecipherable]}/100 dollars — deducting the balance of public Money for which he is accountable, from the amount of his pay Subsistence and forage due on this day, will leave a balance of 188²³/100 dollars due from the United States to the said Major Beatty, for the payment of which sum, and for the final adjustment of his remaining accounts, he will be referred to the accountant of the War department in Philadelphia and shall write to M^r Howell accordingly. I am not authorised to make a final Settlement of the accounts of any officer, but the foregoing Statement is submitted to your Excellency to shew that Major Beatty, in fact is not indebted to the United States.
