Major Beatty has this day exhibited to me his vouchers for the expenditure of the public money charged to him, in order to the attainment of his discharge from the service — [underline: enclosed is a copy of my letter to the Commander in chief on the occasion.] — the said Vouchers are also enclosed, to which I have adverted as a basis on which to predicate my Ette — it is to be observed, that I have not given validity to any of the vouchers, but agreably to instructions have refered him to your office for the final adjustment of his amount and balance of pay &c
