Sir,
I have the honor to acknowledge the receipt of yours of the 22 ultimo and sincerely regret that the address of the officers upon the subject of Rations has been considered as prejudicial to order & discipline — but as I have already explained that subject in my private letter of the 9 instant, I hold it unnecessary to enlarge upon a subject that has been totally misconstrued both as to design & tendency — Nor will it effect either order or discipline Both of which have been introduced into the Legion with a rapidity & promptitude not often experienced, equalled or excelled in any place of the late war, nor will it be relaxed so long as I have the honor to continue in command —
I have received despatches from Genl Wilkinson late as 28 November by Mr Swan the Pay Master General who is now at Pittsburgh and as you have letters by the same conveyance, I do not transmit you other, especially as they don't contain any very material information other than, that from appearances are watching an opportunity to make another stroke at the Convoys in which I hope they will not succeed, as the garrison escorts are augmented agreeably to the orders contained in a copy of a letter to Genl Wilkinson, which I has the honor of inclosing you a few weeks since —
The detachment of Dragoons & Infantry which marched from Richmond in Virginia in the Octr arrived at Peterburg on the 10 instant after having lost many men by desertion — the river has suddenly & unexpectedly opened, I have therefore ordered the Dragoons about thirty in number to descend the Ohio tomorrow to Fort Washington but found it necessary to make the enclosed promotions in the Cavalry, until the pleasure of the President is known, there being a real want of officers, Captain Bowyer & Lieut Fanning having remained in Virginia — the Promotions are regular, agreeably to your intentions as [undecipherable] in your letters of the 12th Octr & 24th Novemr
