Regulations for receiving, distributing, and Accounting for all public property, & Stores, for the Army of the United States.—
All public Stores destined for the Army of the United States on the Ohio, shall in the first instance be indorsed by the Commissary of Military Stores or Storekeeper in Philadelphia to the Quarter master General or his Deputy, at Pittsburgh, who shall transport them to the Departments to which they belong, or to the Garrisons or detachments for which they [undecipherable: are designed?], and take duplicate receipts for the same, one of which shall be transmitted to the Commissary of Military Stores in Philadelphia, the packages or Articles shall be marked or numbered for the Departments to which they belong. The Quarter Master comprehends all things relative to the transportation of the Troops & Stores, Barracks and utensils, — Quarter master utensils, Camp Equipage — all Cavalry Stores and Equipments — Forage, and such other duties as shall be directed by the Commanding Officer.—
The Hospital Department comprehends Medicine, Instruments, Hospital Stores and provisions and all things necessary to the sick or wounded of the Army.
The Clothing Department comprehends the Clothing for the troops, the Sub Legionary Pay masters to be agents, by whom the Clothing shall be received, distributed and accounted for.—
The Indian Department comprehends all articles provided by the United States for the use of the Department.—
The Quarter Master General, or his Deputies, will receive and distribute every thing in his own Department, and be accountable for the same.—
He will also receive all Indian Goods and give them to the Orders of the Superintendent or his Deputy, or the Commanding General, as the case may be, keeping accurate accounts of all receipts and deliveries.
The Conductor of Military Stores attach'd at Pittsburgh, will receive all articles in the Ordnance Department designed for the Main Body of the troops, but articles designed for any detachment or Garrison, on the upper parts of the Ohio, will be transported from Pittsburgh directly for such detachment or Garrison, and receipted for by the Commanding Officer thereof.—
The Conductor of Military Stores shall give ordnance, arms, Ammunition & Stores, upon the orders of the Commanding Officer of Artillery — and the Armament & Artillery Artificers shall be under the direction of the Commanding Officer of Artillery.—
The Medicine, Instruments and all things belonging to the Hospital Department to be receipted for by an Hospital Storekeeper to be appointed & his pay fixed by the Commanding General.—
The Quarter Master General & his Deputies; The Conductor of Military Stores, and the Hospital Storekeepers, shall open an account with each Sub Legionary Battalion, Company, Troop, Detachment & Garrison; whom they shall be ordered to deliver Stores, always taking triplicate receipts for the Articles delivered — The Commanders of Companies, Troops and Detachments, shall account in the Inspection Returns for all public property delivered to the Troops under their Orders, and the Sub Legionary and Battalion Quarter masters, where there are no Staff officers, as Commanding officers of separate Garrisons shall account monthly for all public property in their possession.—
The Surgeons & Surgeons Mates to whom Medicines Instruments or Hospital Stores shall have been delivered, shall account monthly for the same to the Chief Surgeon of the Army.— It is always to be understood that the Orders of the Commanding General are to be served every department, excepting the Indian Department, where the Governor of the Western Territory or his Deputy shall be present, but for the sake of regularity it would be proper that his Orders in all particular cases — be addressed to the Heads of Departments.—
And when the public service may from time to time require separate Posts and Garrisons or may not be of such magnitudes as to [undecipherable: justify?] the appointment of subordinate branches of the several Staff Departments, in all such cases, the Commanders of the said Garrisons are to make returns and give orders in the several Departments for such Articles, as shall be allowed by the public, and the said Commanders shall be responsible, as well for the propriety of their returns and orders, as for rendering a just account monthly to the Commanding General of all Stores received and on hand — and an Estimate of Articles required for the public Service.—
