Sir,
I have the honor to acknowledge the receipt of your letters of the 12th & 13th instants with their enclosures.
I had on the 18th instant received Brig. Gent Wilkinson's letters of the 6th ultimo, the copies of which he transmitted to you, but have not received any of a later date, when his highly confidential letters arrive mentioned on his letter of the 10th ulto copies shall be transmitted to you.
The Memorial relativistic to the rations, and your observations thereon have been submitted to the President; the subject will be by him considered of you informed of the result.
In the mean time I am ordered to express to you his regret that this mode has been taken to bring the subject forward — a Statement from you as commanding Officer would be entitled to, and receive the same consideration as if, supported by every individual under your command. The assembling of Military officers, in order to add weight to their representations against an existing and known law at the time of their of their Soldiers engagements, is considered as prejudicial to that order which renders a discipline preferable to an anein
