N° 34 War Department December 23. 1792. Sir, I have the honor to acknowledge the receipt of your letters of the 1[undecipherable]^th and to inclose with this enclosures. I had on the 8^th instant received Brigadier General Wilkinson's letter of the 7 inclosing the copies of which he has furnished to you. But I have not yet received any of a later date when his highly confidential letter, a review mentioned in his of the 1[undecipherable]^th refers to — copies shall be transmitted to you. In recommending [undecipherable] to the Nations and your observations thereon have been submitted to the President. The subject will be by him considered and you informed of the result. In the mean time I am anxious to express to you my regret that this mode has been done to bring the subject forward. A statement from you as commanding officer would be entitled to and receive the same consideration as if supported by every distinction within your command. The assembling of military Officers in order to give weight to their representations against introducing any refinement [undecipherable] at the time of their and those privides engagements is repugnant perhaps to that order which renders a disciplined preference to command obedience only of Men. If Officers are suffered to [undecipherable] themselves in such cases, the propriety of assembling the men commanded are [undecipherable] is apparently by an equal [undecipherable] only. It is hoped and expected that in all future cases, the suggestions for any modification of the Laws relating to the army, and the reasons on which such suggestions are founded, should be stated only by the commanding General. The pay is not yet gone forward. We are endeavoring to find some suitable person to repair to your army with the money and to [undecipherable] him have the opportunity of [undecipherable] to his regiment with the money he [undecipherable] from this City last April which it would appear by the accounts of M^r [undecipherable] which you transmitted [undecipherable] is in his hands. The Wabash Indians have not arrived.
