I have receiv'd your letter with its enclosures, which will be duly examined. I now transmit you a letter from Mr Bellis by which you will find that the disaster of the early part of November has occasioned him to make large drafts for money. — This is irregular as the drafts ought to have been upon you. Some arrangement will be made on this subject but in the mean time the Bills will be paid, and charg'd to your department. —
