I have prepared forms a set of forms for the leger intended of Indian affairs, which I have now the honor to transmit for your consideration; also a letter on the forms [subjoined?] —
These forms have been calculated with a view to the establishment of our offices, to supercede the examination & settlement of all claims for State & public property of the United States, which in my opinion will be accomplished possible, [strikethrough: the thereafter?] thus avoiding no possibility — The audit or officer should be established, I think he ought to be placed in the same relation to the Treasury as the Comptroller of the War Department —
