I have forborne a Return of Store Since last post & Expect tomorrow to Receive a Quantity of powder, that is now on the Road —
I have by Order of Genl Wayne Returned three of Small Howitzers. the Trunnions of Which have been found to be insufficient. they are in Charge of a Waggoner addressed to [undecipherable] [undecipherable] Col[undecipherable]
I Expected bfor this time to have been Enabled to have discharged all my Engagements entered into Under the former Quarter Master Generals, in Order to facilitate the Settlement of his Accts I have borrowed the [undecipherable] Sum of [undecipherable] to pay [undecipherable]
Large Accts at this Post & thereby have Obtained Vouchers for nearly all the Expenditures in the Quarter Master department at this place, up to the time of Coll. O'Hara's Appointment. Expecting in a few days to have Refunded the Money that I had borrowed, but to my Great Mortification, Post after Post arriving without Remittance to Enable me to discharge my Engagements —
