Document 1792Winston writes from Richmond, where he hopes to be absent from his public duties only a short time. Moreover, he hopes to do some recruiting while in Richmond. Major Rudolph has only twenty men at the Head of Elk; Rudolph had promised Winston that his troops would be complete at that place and so Winston has not been recruiting. He will make ever exertion to complete his troops as soon as he can.
