Sir—
I have received your Letter of the 15 Instant — am Obliged by Vandivne's receipt enclosed — the Sugar I expect will be with you before this — Loaf Sugar and Coffee was not mentioned in your former request — they shall both come on to you immediately — Did you know the difficulty of procuring money, you would not wonder that remittance has not been made — all Issues on Estimates and on them only — before therefore a Shilling could be obtained for you the accounts must be rendered to the Auditor as soon as your vouchers came on that was Done — and immediately after a requisition was made both to the War and Treasury Departments — and the business is now so in train, as gives me reason to expect a Warrant the Day — Should that be the case you may depend on a remittance by the next Post — & should any thing then further impede, you will have notice of it,
I shall only add that I am sorry for any Delay that may have caused injury or embarrassment to you — but more so that you seem to conceive that I have not fully estimated your Situation — my conduct has hitherto been uniform towards you, and will continue to be so, while I continue to estimate your character and Services as I now Do —
