Enclosed you have Duplicate Receipts, which I wish you to Sign and return by the Bearer.
By Agreement with the Secretary of the Treasury, all Requisitions for Money, in future for your Department, will be made on Specific Estimates approved by the Secretary of War. This is the mode formerly pursued, and therefore perfectly understood.
Any further supplies of Money that you may need, you will please to signify, having Special reference to the Regulation on which Estimates will be received and attended to. The supplies procured for the Army have generally gone forward. — A few only remain, and they are on the way.
