The menacing aspect of the Enemy, and applications of a number of persons for protection, whose claims have been sanctioned by your approbation, have induced me to authorize and request you to call forth from the Militia of your State, two Subalterns, three Sergeants, three Corporals & Sixty-two Privates, for the protection of the frontiers, and to post them in such manner as will most effectually serve this object.
These troops must be mustered by the Commanding officer of the County in which they are Stationed, at their commencement of, and discharge from Service, at both of which, Musters true Rolls must be made out in the usual forms and forwarded to the commanding officer of this Department. The pay and Subsistance of them will be exactly the same as that of [strikethrough: but in the two] [strikethrough: pay Subsistance] the national troops. In former, and one of the latter, as is not allowed when the Soldiers are absent, will be received on the Pay Master of the troops of the United States with the Army. The Proxy of Nations is what is recommended.
The present contract on the Ohio, a copy of which is enclosed, and an attested abstract for the amount of Specified party received, must be given by the Commanding officer of each post in the form No 2.
On these troops being mustered, nine out of ten who are now employed as scouts at from four to half a dollar a day must be mustered and discharged from that point of their line of defense, when you may conceive they are least Necessary, without continuing to restrain you absolutely in this distribution, it is my opinion & my desire, that the party now ordered into Service, should be posted at the Big Bone Lick & the Iron banks, where they are to be continued, until you may receive further advice on the Subject from the Commanding officer at the Post or of the Department — with the utmost deference & consideration, I have the Honor to be your Excellency's
