They were soldiers, and where taken prisoners in 1776 at Quebec. Friday Mr Howell presents his complaints to Mr Randolph & begs to inform him that the comptroller of the Treasury is of opinion that the claim of Valentine Weyrey & Philip Newhouse are not embraced by the act of the 27th of March act - These men do not appared to have been long enough is this opinion has prevented Mr Howell from acting on this the low expression is Soldiers ve of the late Army of the UStates as these men, did not[undecipherable]continues[undecipherable]comptroller found his opinion [undecipherable]whether soldiers who served for one of two years constitued the late Army of the UStates - the opinion of the comptroller has prevented Mr Howell from acting on these claims & numbers of others similar circumstances friday, aug 24 92
