My dear Sir
I have rect your favor of the 9th ultimо relat[ing] [to the] Son of Col. Mincer, You may depend upon it I shall take all the Steps which individually I may do upon the Subject.
I regret the fate of poor Proveman, but I hope Hardin is Safe.
You will see by the papers the war in France. Although General Gurirrian retreated, his troops behaved well.
The Government here but does not talk of going to the Western Territory until late in the Autumn.
The Marine States enjoy an uncompleted Scene of profligacy. The President has not yet appointed another Adjutant General.
I have not nor dare not ask the President for permission for you to come to this City until the release of the Governor the territory
