General Knox has shewn me an Extract of a Letter from the Secretary of the Treasury, — relative to the appointment of an Agent to receive the Money and make the purchases of Stores appertinant to your Dept [strikethrough: artment] ——
As I conceive the allusion in the Extract is to myself, being the only public Officer here — engaged in making purchases for every Department, and from what passed between us in Pittsburg, I feel a freedom in offering my services to you for the purposes mentioned. —
And as no provision of pay is made, I agree to receive such compensation, as may be hereafter thought reasonable for this branch of my service.
Being thoroughly acquainted with the mode of doing business in the public Offices, if you choose to authorise me, I will receive and transmit, or otherwise dispose, as you may direct of all Sums issued to your Department.
