Extra allowance to be issued on the Orders of the Commanders of Garrisons on — Company and orderly Books to be returned from by the respective Quarter-Masters / Regiments to be signed by their commanding Officers and Countersigned by the Commandant of the Post and used when furnished for the Garrisons in winter by the Quarter Master General at the public expense to be regulated by the commanding Ge— War Department August 2^d 179[2] Regulations for the receiving distributing and accounting for all Military Stores designated for the Army of the United States All public Stores destined for the Army of the United States on the Ohio [River] to first [pass and be received] by the [Commissary] of Military Stores or his Deputy at Philadelphia to the Quarter Master General or his Deputy at Pittsburg, who shall transport them to the Detachments to which they belong, or to the Garrisons or detachments for which they are designed, and to take duplicate receipts of the several commanders; [which] shall be transmitted to the Commissary of Military Stores in Philadelphia — The packages or parcels shall be marked or labeled for the Department to which they belong — The Stores which shall be so provided shall be charged to the respective Departments — The Ordnance Department comprehends Ordnance and arms and Ordnance and Military Stores of all sorts belonging to arming and accoutering of a Soldier, and all Armourers and Artillery Artificers — The The Quartermasters Department comprehends all things relative to the transportation of the tools and tents, boxes &c and Accounts and Quartermasters baggage, Camp equipage, Barrack Stores and equipments, Forage, and such other duties as shall be directed by the commanding Officer — The Hospital Department comprehends the Medicines, Instruments, Hospital Stores and Furniture and all things relative to the sick or wounded of the Army — The Clothing Department comprehends the clothing for the troops — The' suit taken in Requisitions to be the Agents by which the Clothing shall be received, distributed, and accounted for — The Indian Department comprehends articles provided by the United States for the use of said Department — The Quarter Master General, or his Deputies will receive and distribute any thing in his own Department and be accountable for the same — He will also receive all Indian Goods and [issue] them on the Requisitions of the Superintendent or his Deputy or the Commanding General as the case may be — keeping [separate] accounts of all Issues and deliveries — The Conductor of Military Stores at [Head] Quarters will receive all Articles in the [Ordnance] Department [except] for the main body of the troops — But articles [designated] for any detachment or garrison on the Ohio will be [transported] directly for such detachment or garrison, and receipts for [it] to the commanding Officer thereof — The Director of Military Stores shall [have charge of] the Ordnance, Arms, Ammunition and Stores near the [Posts] for the Commanding Officer of Artillery, and the Armourers and Artillery Artificers shall be under the direction of the commanding Officer of Artillery — The Medical Instruments and all things belonging to the Hospital Department to be received for by an Hospital Store Keeper, to be appointed and his pay fixed by the commanding General — The Quarter Master General and his Deputies, the Director of Military Stores and the Hospital Stores Keeper shall keep an account with each and every Battalion, Company, Patrol, Detachment, and Garrison to whom they shall be ordered to deliver Stores, always taking duplicate receipts for the articles delivered — The commanding Officers of Companies, Troops and Detachments shall account for the inspection returns for all public Articles [named] with the Stores under their orders. And the Sublegionary and battalion Quarter masters, where there are no Staff Officers, and commanding Officers of detached Garrisons, shall account monthly for all public property in their possession — The Surgeons and Surgeons mates to whom Medicines, Instruments or Hospital Stores shall have been delivered shall account monthly for the same to the Chief Surgeon of the Army — It is always to be understood that the presence of the commanding General or [to have] every Department [conducted] — the Indian Department where the [frontier] of the Western [territory] or his Deputy shall be present; but for the sake of regularity it would be better that his orders in all practicable cases be addressed to the Heads of Departments — And whereas the public Service may from time to time require separate Posts and Garrisons and may [at] first [need such] magazines and posts the appointment of subordinate branches of the several Staff Departments — in all such cases the Commandants of those said garrisons are to make returns and issue orders on the several Departments for such articles as shall be delivered to the public — and the said Commandants shall be responsible — as well to the propriety of their returns and orders as for rendering a just account monthly to the Commanding General of all Stores [received, delivered, and on hand] and an estimate of articles requisite for public Service — The Quarter Master General, the commanding Officer of Artillery, and one senior Surgeon shall on the 1^st first day of January, the first day of April, the first day of July and the first day of October, or as often as the nature may require, make out exact quarterly returns in their respective Departments received, [taken] kind on hand, since the last return — noting the serviceable from the unserviceable articles and also estimates of the articles wanted for public service — One of these returns to be transmitted by the commanding Officer General to the War Office — War Department 2 August 1792
