Regulations for the issuing distributing and accounting for all public property designed for the army of the United States — All public [undecipherable] for the army of the United States on the [undecipherable], shall in the first instance be addressed to the [undecipherable] stores or Storekeeper in Philadelphia, to the Quartermaster General or his Deputy at Pittsburg, who shall transport them to the Departments to which they belong, or to the garrisons or detachments for which they are designed, and take duplicate receipts for the same one of which shall be transmitted to the Commissary of Military Stores in Philadelphia — The packages or articles shall be marked or indi- cated for the Departments to which they belong. The stores which shall be so forwarded shall be charged to the respective Departments. [underline: The Ordnance Department] comprehends Ordnance and Arms, and Ordnance and Military Stores of all sorts, belonging to arming and accounting [undecipherable] and [undecipherable] — [underline: The Quartermaster's Department] comprehends all things relative to the transportation of the [undecipherable] and [undecipherable], barracks, and utensils and [undecipherable], Camp equipage, Cavalry horses and accoutrements [undecipherable], and such other duties as shall be directed by the commanding officer — [underline: The Hospital Department] comprehends Medicines Instruments Hospital Stores and Furniture and all things relative to the sick or wounded of the army. [underline: The Clothing Department] comprehends the Clothing for the troops — The sub legionary paymasters [undecipherable] by which the Clothing shall be received [undecipherable] and accounted for. [underline: The Indian Department] comprehends all articles [undecipherable] by the United States for the use of said Department — The Quartermaster General or his Deputies will receive and distribute every thing in his own Depart- ment, and be accountable for the same — He will also receive all Indian Goods, and issue them to the orders of the Superintendent or his deputy or the commanding General as the case may be — keeping accurate accounts of all receipts, deliveries — The conductor of military stores at military quarters will receive all articles in the Ordnance Department, designed for the main body of the troops and articles designed for any detachment moving on the upper parts of the Ohio, will be transported from Pittsburg directly for such detachment or garrison and receipted for by the commanding officer there. The conductor of Military Stores shall issue Ordnance Arms ammunition and Stores for the orders of the commanding officer of Artillery and the Armourers and Artillery [undecipherable] will be under the direction of the commanding officer of Artillery — The medicines instruments and all things be- longing to the Hospital Department to be receipted for by an Hospital Storekeeper to be appointed, and his pay fixed by the commanding General. The Quartermaster General and his Deputies, the [undecipherable] of military stores and the Hospital Stores [undecipherable] shall [undecipherable] accounts with each sub legion [undecipherable] Company [undecipherable] and garrison [undecipherable] [undecipherable] deliver [undecipherable] always taking duplicate receipts for the [undecipherable] — The commanding officers of [undecipherable] troops and [undecipherable] [undecipherable] public property [undecipherable] under their orders [undecipherable] [undecipherable] [undecipherable] and com- manding Officers of separate garrisons shall account [undecipherable] for all public property in their possession — — The [undecipherable] Surgeons [undecipherable] Medicines Instruments [undecipherable] [undecipherable] delivered shall account monthly for the same to the chief Surgeon of the Army. It is always to be understood that the orders of the commanding General are to pervade every Depart- ment (excepting the Indian Department when the Governor of the western territory or his Deputy [undecipherable: shall be present]) but for the sake of regularity it [undecipherable: would] be proper that his orders in all practicable cases be addressed to the Heads of Departments.
