Sir, I have the honor to inclose a copy of a letter
written to Brigadier General Wilkenson
I request that you would order Mr Swan the Paymaster to pay the old troops of the first & second
Regiments and artillery all the money either in his possession
or that of Mr Brett. By the old troops it is intended all the
recruits who were incorporated in the first or Second Regiments
or artillery prior to the first of July instant.
It is estimated that he has a sufficiency to pay
them up to the first of July
The pay of the troops at & below Fort Washington
will be easy— but circumstanced as Mr Swan is it will be more
difficult to pay the old troops above— you will however please to
direct him to make an arrangement for that purpose.
It is intended that the troops hereafter shall be
paid monthly and preparations are making for that purpose.
It would be desirable that the pay master was with you
on the upper parts of the Ohio— should you continue there two months
perhaps you had better order him up after he shall have paid
the troops below.
It may be necessary at times that the Governor of
the Western Territory, or in his absence, the Secretary acting as
Governor, or the Judges when on public business should be
protected by an escort, when it can be granted consistently with
the general good of the Service— in such cases you will please
to grant an Escort.
