Sir,
Your several favours of the 10th of April and 16 of May have been duly received. It is believed that the post of St. delight is deficient for the protection of the frontier, and that the other allotments are as more probable, as the nature of the case may require, and also the settlement to be seen.
If however it should appear obvious, you are hereby authorized on the advance of the Governor to obtain such ordnance & other suitable materials necessarily necessary for the defensive protection of any settlement in the territory of the United States north West of the Ohio.
It is presumed this affair regard's upon our character — Will indeed aid the case meriting of this favour.
The Militia called out, is the called out, (Excepting the Scouts employed at command,) also in the pay and rations of the troops of the United States without any allowance for clothing. The Militia to be considered in the advance and drawn for [illegible] allowance.
I shall direct Major General Wayne to the attend to the Governor or Secretary acting as such in the absence of the Governor, in the business of the Militia generally. And the public lands and otherwise the State order can be furnished consistently within the public's service. While the pacific operations [illegible] other hostile Indians are pending, offensive operations against them ought to be prevented, unless by any of the forts of the United Territory, or any other pressing necessity requires.
The contents of the letter of the post, received in the letter of the 16th of May — a Copy of which has been referred to Brigadier General Williamson, and is specifically submitted therein.
