It is my opinion that the [strikethrough: compensation for] Clerks of the Circuit Courts [strikethrough: in] making records,
& issuing Certificates for the service of Jurors,
are fully provided for, by the third Section of
the Act intitled "an act for regulating processes
"in the Courts of the United States and providing
"compensation for the Officers of the said Courts
"& for Jurors & Witnesses" and that Certificates
from the Courts of the fees which shall be adjudged
to be due for such persons, will authorize the
admittance thereof at the Treasury.
It is also my opinion that Mr Ellery may be
authorized to procure a seal for the use of the
Circuit Court & District Courts, and that his accounts
for the expense thereof, may be paid out of the
fund appropriated for defraying the Contingent expenses
of government, pursuant to the resolution of
Congress passed on the 2d of August 1790 —
