Dear Sir,
In order to enable you to repel effectually, the calumnies which have been attempted to be propagated with respect to the designs of the United States, either to irritate the neighbouring Indian tribes, or to usurp their lands, I have the honor to transmit you [undecipherable: probable reading "former"] reports of mine to the President of the United States on the first institution of the present Constitution. Also certain papers, containing the principles which self- relatively to the said tribes, and the offers held out to them by Major Trueman, and Brigt Genl Putnam both of whom are employed to convince them [strikethrough: [undecipherable] tribes] of their errors.
These papers added to the statement of the causes.
