To prevent in the future any disputes which may arise in the settlement of the accounts of officers or of others who may be employed at the War department, that the certificates given by you on all occasions should be as fully expressed and recited in the terms of the contracts or agreements.
I would therefore [undecipherable] a form of a certificate for the advances, which is [undecipherable] made in [undecipherable] and also the form of the certificate to be given by an Inspector who is appointed inspector
