I have received your letter of the 21 instant enclosing a Return of your Recruits —
I am sorry your success has been no greater and pray you to use your utmost exertions to complete your company.
I approve of every severity to deserters which is authorized by Law — and also of your discharging from the Service the Men who appeared to be so incorrigible —
