In the examination of the accounts of Thomas Smith Esq Agent for paying the Pensioners of Invalids in Pennsylvania, I have discovered that the sums paid by him, [strikethrough: the payments conformity to the late frames paid for] [strikethrough: your Office,] considerably exceed the allowancy made by Mr Reg Delany Esq who made the previous payments.
On enquiring of Mr Delany, this this difference was occasioned he has satisfactorily accounted for it, by shewing that the sums
paid by him, were in conformity to the Interest granted to the Invalids— & that the sums now paid by Mr Smith not only include the pensions, but an extra allowance which was made by the State for a certain period in which some of the Invalids were enrolled & did duty in the State Guard.
I have taken the liberty to State this Matter to you that proper measures may be taken to correct the list by which Mr Smith makes the payments, & if also in case it shall be judged proper under all circumstances, to regulate the payments in
future so as to correct the errors which have already happened.
