Howell to the Sec'y of War] The Honble the Secretary of War Pay office April 18. 1792 Sir I have the honor to inclose an account of the monies put into the hands of General Sevier for the use of the Militia of the Territory South of the Ohio, also a letter from David Allison containing a supposititious statement of the appropriation of the same, with a General Abstract of the Pay of the said Militia You will Sir be pleased to give directions respecting the balance appearing due — I am Sir Your obd Serv^t Joseph Howell The Honble The Secretary of War [April 16. 1792 from David Allison To Joseph Howell Esqr.] Joseph Howell Esqr. Philadelphia April 16^th 1792 Sir Agreeably to your request I have made a Statement of the Monies which I suppose to have been [underline: paid by General Sevier to the forces from the Territory South of the Ohio] and which, in my statement lodged in your Office, I have considered paid Viz To the Contractor for Supplies and transporting the Troops to Fort Washington calculated at $1750. For Bounty to 195 Men at 3 drs each . . 585 For 1 M^o pay to the different Officers and the above enumerated Privates } 910. Dollars. 3245 I consider the sum alledged to be paid to the Contractor under the Amount which he actually recieved from Gen Sevier, if so adding the pay of the Generals Service and contingent expences to the above Statements on a supposition that the orders have been complied with, a balance will be due him in my opinion, but provided the payments have not been made the ballance will be in favour of the Troops after the full amount of my Statement being paid, should it prove otherwise on a final adjustment of the Accounts Payments and necefsary and legal Disbursements I hold myself bound immediately to refund the overplus together with a Statement of the Payments and Vouchers thereon to your Office.
