I have the honor to inform you that the President of the United States by and with the advice and consent of the Senate has appointed you a Brigadier General in the Army of the United States.
You will please immediately to signify your acceptance or non acceptance of this appointment — in case of your acceptance you will repair to Philadelphia with all possible dispatch.
In order that you may judge of the pay rations and emoluments for the commissioned and non commissioned Officers and privates in the service of the United States, I enclose you the act of Congress relative to the military establishment.
