War Department April 7^th 1792 I have this day directed this pay master to transmit to the treasurer of the Commonwealth of Virginia the amount of payments made by Virginia agreeably to the report of Joseph Howell acting paymaster of the War department herein enclosed amounting to four thousand eight hundred and forty five dollars and [undecipherable]/₁₀₀ There does not amount to those transmitted by your Excellency by the sum of two hundred and twenty three [undecipherable] Dollars — This sum is not authorized by any law and it would be extremely difficult to obtain and for that purpose. I am persuaded that your Excellency will not conceive this sum to [undecipherable] any object [undecipherable] the treasurer of the United States would readily have [undecipherable] payment were it authorized to do so.
