Sir,
I have this day directed the Paymaster to transmit to the treasurer of the Commonwealth of Virginia the amount of payments made by Virginia agreeably to the report of Joseph Howell acting Paymaster of the War department, herein enclosed amounting to four thousand eight hundred and forty five dollars and 53½/100.
These accounts do not amount to those transmitted by your Excellency by the sum of two hundred and twenty three 26/100 Dollars — This excess is not authorized by any law and it would be extremely difficult to obtain one for that purpose.
I am persuaded that your Excellency will not conceive this small sum any object of pursuit as the Executive of the United States would readily have ordered payment were it authorized so to do.
The accounts relative to the expenditures of Kenhawa County are destitute of the Vouchers which will be indispensibly necessary in order for payments. If you will please to direct that they be forwarded the amount shall be immediately paid.
I have the honor to transmit you the copies of a letter to the President of the United States, from Colonel Benjamin Wilson of Harrison County and the answer thereto. If it should be your judgment that the additional protection be indispensible throughout the season of activity it shall be extended accordingly on your application.
