The President of the United States by and with the advice and consent of the Senate has appointed you Major Commandant of the Battalion of Artillery vice Ferguson killed 14 November 1791 —
You will please immediately to signify your acceptance or non acceptance of this appointment.
In order that you may judge of the pay, rations and emoluments for the commissioned and non commissioned Officers and privates in the Service of the United States, I enclose you the act of Congress relative to the military establishment.
In case of your acceptance, you will immediately repair to this city —
