I have received your letter of the 15th ultimo.
Agreeably to the suggestion contained in your letter, upon further examination it appears that there is due to the persons named in the list transmitted you the first ultimo a compleat years pension commencing in March 1789 and ending in March 1790, except William Morgan, Moses Newland, John Rice, and David Wood, who from the return of payments made by General Lincoln appear to have received their first moiety commencing in March 1789 and are therefore not to be paid although included in the above mentioned list —
Conformably to your request I transmit you a list for the second half year, and shall request the Secretary of the Treasury to furnish you with money for the payment thereof.
The Supreme Court of the United States have decided against the validity of the adjudications of the Judges of the Circuit Court in the capacity of Commissioners with respect
to invalid applicants.
