Sir
Indisposition has prevented me from answering your letter of yr 17th Ulto: respecting the claim of Capt. Barnet Eichelberger. I have examined the record of Accounts which were filed for settlement previous to the Act of limitation; but do not find the claim of this Officer among them — I find a Letter dated Baltimore the 18th July 1786 from the Brother of Capt Eichelberger wherein he Informs Mr Pierce that he was authorized to Settle the Accounts of his Brother, and Desires that Letter may be considered as a claim for the Purpose, but by some means this Letter did not come to the hands of Mr Pierce until the 5th of August 1786 and therefore the claim was considered frivolous — I am of opinion the claim will require the Interposition of Congress previous to a Settlement. I have enclosed the Accounts
