Dear Sir
I did intend to have [this] passed a few minutes on your time, but my engagements absolutely forbid it by this conveyance — I can not however lose the opportunity to mention to you my opinion, that in case of future operations on a scale which may justify the appointment, the public Service would be benefitted greatly, should but Sargent be continued in the Office of Adjutant General, but a moment exceptions it will be necessary to sanction the appointment with Rank — from my experience in that duty, I think him as well calculated & qualified for the discharge of it as any Man I have ever known — I humbly conceive that the Objections to [his] last campaign, are the highest proof of his good conduct, as [I am] satisfied they spring generally from a want of Discipline in the Army, & a just Sense of duty in the Officers &.
