Copy of a Letter of Secy of War to Lieut Jeffers War Department, Febry 10th 1792 Sir I have instructed Capt Waterman Baldwin, the bearer to Call upon you relative to some business with the Alleghany Indians, you will see, you will See the object is to attach more firmly the Alleghany Indians to the United States. you will assure the Big Tree and others disposed to take up the Hatchet in our favor of our protection, and that they shall have amunition, & be well Supported by us. You must advise Capt Baldwin as to the best Manner of Executing his Commission. You must make a Convenient Arrangement with Major Whelly, who commands the Militia of the State Called out for the temporary defense of the Frontiers, in order to Establish a Chain of Scouts from your post to the Old Fort McIntosh, where he will Establish a Block House. You will use your Men to patrole as Scouts, in Company wth the Friendly Indians, and you will call your Scouts toward Lake Erie on your Right. You will take every Method to attach the Indians to the United States. - I hope you have Received & distributed the the Goods, if more are necessary they Shall be Sent - I have ordered Capt. Cass to send you a Serjt Corporal & Fifteen good Men in addition to the Subaltern Command before Sent you must make Regular Returns. - Make out an acct of your Extra Service and Expenses in the Indian department.
