In answer to your favor just received, I have the honor to observe, that as the Scouts alluded to, were authoriz'd for the temporary defensive protection of the frontiers of this State, I conceive there is a propriety in their being subject to your immediate orders, for the objects intended, to be subject however also to the musters and returns mentioned in the instructions to the County Lieutenants
