Yesterday Capt Cass arrived at this place, and is makeing Arrangements for sending a Reinforcement to the Garrison of Fort Franklin — and Lieut Hoomes detachment to Muskingum —
Messrs Turnbull & Marmie are Estimating the Rates, at what they can cast Cannon Shells &c, and say they will make proposals to you, by this Post if possible —
Lieut Heath Informs me that a Waggon loaded with powder, on Crossing Susquehanna broke through the Ice, and that he thinks the powder must be damaged; the Waggon has not yet arrived; therefore this point cannot yet be Ascertained, but am apprehensive it is too true —
I have herewith Inclosed Returns of Stores at this Post up to this Month — you will see Sir that there is but a small quantity of Ordnance Stores on hand, the powder [undecipherable] is nearly all Cannon Powder —
I have had considerable difficulty in fixing Ammunition for the Troops, that have been Supplied at this Post. I have found very few that had ever seen a Musquet Cartridge made — I have therefore been under the Necessity of haveing one of my Old Artificers to assist in the Saboitary —
