Pay Office Philad^a Decemb^r 17. 1791 Sir Captain Thomas Parker of the late 8^th Reg^t of Virginia called on me this day & informed that Cap^t Thomas Parker of the 2^d Reg^t had received of you the balance of subsistence due him amounting to 29 70/100 dollars on advising to the account of the former and this sum was applied as due him being [according?] to oath for subsistence for Oct Nov & D. 1788 there appear [undecipherable] of the balance on him for that [undecipherable] what amount [undecipherable] — the [return?] [undecipherable] particularly mentions this gentleman of [the?] 8^th Reg^t but from the hurry in which the return was made for you, it is probable it has been omitted — all Cap^t Parker of the 2^d Reg^t appears to have [to have] a balance due him but as he did not, nor has not, applied in favor [Sinclair?] [undecipherable] at present be admitted without a law for that purpose — I presume Cap^t Parker of the 2^d Reg^t must refund the Money to Cap^t Parker of the 8^th Reg^t & if you can assist him it will no doubt prevent an application on the part of the latter to [Congress?] — of [Congress?] should there [undecipherable] [further?] claim [the?] [undecipherable] which is probable the matter may be settled — J Howell John Hopkins [undecipherable] [undecipherable: probable reading "Howell"] in 1791 [undecipherable] Hopkins [undecipherable]
