The sums allowed to Invalids for arrears of Pension were in some measure regulated by circumstances, and were intended to be in full to the day of the date of the certificate in each case, and from that day also it was included that the Pension should commence & be computed. Such was my Intention, and I understand & believe it to have likewise been the Intention of the other Judges.
