[To] Apparently to your enquiries thus made, some enquiry relative to payments, or advances made by the State to their Officer & Men on account of depreciation, in the names of the enquiry I find New York. State will be kept for depreciation [undecipherable] to the [undecipherable] 1782 the balance that was due for depreciation in the first [undecipherable] was ascertained from information, the first [undecipherable] was partly drawn [undecipherable] at the [undecipherable] of the [undecipherable] of the Certificates [undecipherable] included [undecipherable] 1782 to the [undecipherable] State [undecipherable] they [undecipherable] retained from the men [undecipherable] about a [undecipherable] [undecipherable], which were in [undecipherable] from [undecipherable]. The holders of those Certificates are taken on [undecipherable] to make [undecipherable] an [undecipherable] [undecipherable] person to those who could keep them [undecipherable]
