The President of the United States directs me to inform you that he thinks it best for the letters and papers from Colo Pickering to General St Clair to be sent to General Butlor without a Seal, that he seeing the necessity of these letters to General St Clair as soon as possible may use the best means of conveying them to him with dispatch and safety.
