Sir,
In consequence of your representations of the 6th of May, by Captain Richmond, of the exposed situation and defenceless state of Ohio County for want of arms and ammunition I have directed, Henry Craig of Fort Pitt, who is keeping the public magazine at that place, to fend a Colonel Tart at Wheeling, to be delivered to you, more one hundred stands of Arms and Bay'nets two barrels of musket powder and four hundreds weight of leads
You are directed these articles to be considered as a loan from the United States to the State of Virginia, and you to be accountable for them accordingly.
I Shall inform the Governor of Virginia
