We have not been able either to locate a better copy of the document, or to enhance its legibility electronically] [undecipherable] Philadelphia July 18^th, 1791 Some time since, I forwarded your Excellency a [undecipherable] for perusal; which I had received from a [undecipherable] dent on the borders of the Spanish Government, and [undecipherable] gave it; It was the [undecipherable] Office [undecipherable] settlement on the Mississippi. In substance of [undecipherable] letter has gave me to fear, that I have transgressed the Limits of friendship and honor; and the [undecipherable] hath given me much pain of mind. I think it necessary, therefore to apologize [undecipherable] for having done so in order the first Instance [undecipherable] the reading of it made on my Mind. During the late Session of Congress, a Member [undecipherable] informed me, That a letter by [undecipherable] had been sent by my Correspondent to [undecipherable] Excellency the President, and [undecipherable] handed on [undecipherable] to the Government of the United States; provided that, the Appointment of Superintendent [undecipherable] was not Confined [undecipherable] there. This Circumstance was [undecipherable] as they being [undecipherable] a collection, [undecipherable] my Description and desire. I having only the first page of said [undecipherable] that the Directions it Contained, might have been Communicated to many Others to cause [undecipherable] becoming [undecipherable]; and the letter to Subvert such Designs [undecipherable] was the cause of my being [undecipherable] under your Official Notice, but at the same time [undecipherable] Assure me, that [undecipherable] make use of it [undecipherable] as to public view, [undecipherable] my Duty, and that the letter [undecipherable] be much obliged by your [undecipherable] your [undecipherable] [undecipherable]
