Sir,
In pursuance of your instructions of the 27th [undecipherable] communicated to me by Mr Van den Broeck I have the claim of certain persons employed in Monongalia County, State of Virginia as Patrols [undecipherable] a Statement of [undecipherable] allowed for their services [undecipherable]
and 6¢ for each Ration p day —
[strikethrough: that] by your instructions to the County Lieutenants, [undecipherable] they were directed to make a Return of Names, ages and residence of the Scouts or Patrols and to make an Abstract of the pay due [them] specifying the number of days they were employed; also that the papers were to be signed & Certified on Oath by their County Lieutenants or commanding Officer of each County and transmitted to Brig. Genl. Harmar in order to be delivered to the Paymaster of his Regiment who [undecipherable] is decided to have the accounts passed & draw the money for the Same, & deliver it to the County Lieutenants for the benefit of the parties. — how far these instructions have been complied with [undecipherable] appears by the following Statement of the Claims. Viz —
Firstly. the term of Service is only ascertained by the Oath of the parties concerned and the Certificate of the Co. Lieuts.
Secondly. [strikethrough: there is no Abstract of pay] the County Lieutenant has not formed any Abstract of pay & Rations due.
Thirdly. No Certificate appears of the [strikethrough: Names or Oath, of the Names, Ages & Residence of the Patrols from] either the County Lieuts or commanding Officer of the County, of the Names, Ages & Residence of the parties.
As your instructions have not been [strikethrough: fully] complied with I have to Submit the propriety of admitting the Claims as now presented
