Sir,
I have received your favors of the 20th of April, and the 1st and 2, enclasures —
The difficulties which have arisen respecting the calling out the militia by an order to a subordinate officer of a State, will full continue to exist in the minds of Some people, until the mode shall be explained, and established by a law of Congress.
I hope the large bodies of regulars and levies which have marched, and are about marching, will not only give absolute Security to the upper Settlements on the ohio, but render the further calling out the militia entirely unnecessary.
