May 13. 1791 Sir Enclosed is a Statement of the Accounts of Major Sam^l Finley of the late line of Virginia — I have [undecipherable] carefully the Books of the Pay Office, from which it appears that [undecipherable] took the [undecipherable] of his Expense to [the?] July 1776 and in September [following?] he [received?] a Sum of Money on Account of which [undecipherable] — to [undecipherable] Finley, [the?] [undecipherable] acknowledges to have had [undecipherable] [undecipherable] credited in the Accounts — Mr. Dunscomb's Major Finley was [undecipherable] to the State [undecipherable] of Army Accounts for the State of Virginia, in a [undecipherable] [undecipherable] from the [Board?] of 1782, [undecipherable] — in consequence of which [undecipherable] — Certificates for Major Finley. Mr. Dunscomb only [undecipherable] to Mr. Finley, the Certificate for his [undecipherable] [undecipherable] [allowances?] [undecipherable] Major Finley was [undecipherable] to [active?] Service and [undecipherable] to a Detachment of [the?] Virginia Line (commonly called [undecipherable]) to the out of the Line.
